The establishment of an LDAP was one of the priorities announced as part of the State Government’s Housing Roadmap on 25 June 2024.
The LDAP has been established to assess applications for large scale land division proposing twenty (20) or more allotments, where there is a need for the state government to assist the assessment process and reduce time pressures on decision making.
Land divisions are often complex, involving a number of stakeholders and agencies. The LDAP has the ability to streamline the assessment and work across government and council to expedite decision making.
The State Planning Commission has delegated its assessment of applications for large scale land divisions to the LDAP.
Role of the LDAP
The responsibility of the LDAP is to assess and determine land division applications where Councils have not met their statutory assessment timeframes or there have been delays with assessment of land division applications.
Assessment and decision-making
The LDAP will independently assess and determine specified kinds of land division applications in South Australia under the PDI Act, the Planning and Design Code and relevant design standards (where applicable).
Where does the LDAP sit in relation to other planning authorities?
As subcommittees of the State Planning Commission, the LDAP and the SCAP both report to the Commission.
The State Commission Assessment Panel (SCAP) has been a relevant authority for development assessment in South Australia since commencement of the PDI Act. The SCAP generally assesses applications that are Crown developments or considered significant, restricted, or complex. The State Planning Commission is South Australia’s principal planning advisory and development assessment body and it is responsible for supporting and advising the Minister for Planning. You can read more about the Commission’s role on its website.
